Tight budgets complicate Canadian health research reforms

I think that there are some major worries here Canada will lose research capability because of this - and not just in areas targeted for changes. Part of the problem seems to be the *way* that the changes are being made, not *just* the changes themselves. Delays and uncertainty are causing much more grief than needs to exist.

But despite these cash infusions, budgets remain tight at a sensitive time for the CIHR, which is in the middle of a major restructuring of its investigator-initiated grants, peer review system, and the governance and funding of its 13 institutes.
