Feds Invest in Clean Technology Projects in Quebec

Not sure how "facilitate the bitumen reduction process" fits as a "clean technology", but there you go.

Canada’s Minister of Natural Resources and Minister for the Federal Economic Development Initiative for Northern Ontario, today announced funding totalling over $29.5 million to support the development of clean technologies in Quebec. The funding was provided through Sustainable Development Technology Canada’s (SDTC) SD Tech Fund™ in support of six projects that will further the Government of Canada’s goal of creating and protecting jobs and opportunities.
