The problem is the first sentence in this quote. The gov't doesn't care about attracting the best & brightest. To use a gov't negotiators phrase, the gov't "has no problem putting bums in seats." And if the quality of science suffers, well, this particular gov't doesn't listen to dissenting science anyhow, so it doesn't matter anyhow.

The government should take these demands seriously if it wants to continue to attract the best and brightest Canadians to public service. Hopefully, the negotiations will bring new rules that protect scientists from political pressures, regardless of who is prime minister.
