Yes, it's a Canadian newspaper, so it shouldn't surprise us that it mention Canada twice in the top five. But perhaps the Conservative government should be somewhat concerned that small-town Saskatchewan - part of the Conservative base - is pointing out their failures? The rest of us, of course, can be heartened.
